This technical session will provide a comprehensive update on the San Mateo Wastewater Treatment Plant’s startup and commissioning process following completion of major construction activities. The presentation will discuss the planning, coordination, and execution required to safely transition treatment systems into operation, including equipment testing, process validation, operator training, and operational readiness activities. Attendees will gain insight into performance verification efforts, troubleshooting and optimization during early operations, and the collaborative approach used by the project team to achieve reliable facility startup. The session will also highlight the path toward substantial completion, key commissioning milestones, lessons learned throughout implementation, and practical strategies that can be applied to future wastewater infrastructure projects.

Speakers
Scott Joslyn is a professional civil engineer, certified Grade V wastewater treatment plant operator, resident engineer, and municipal wastewater manager, Currently Scott is the Senior Operations Startup and Commissioning Manager for HDR. 

Jonathon Salerno has a Mechanical Engineering BS and 3rd Assistant Marine Engineer’s License at California Maritime Academy. Jonathan experience as an Operations Supervisor in special projects, automated process controls, and training development helped him move into construction with HDR Inc as an Operations Specialist.
