Overview of SB 1383 Regulations This session will present a summary of the draft regulations under SB 1383 as well as the estimated Co-Digestion Capacity in California, including food waste projections, capacity of existing systems to co-digest food waste, infrastructure/investments needed to maximize co-digestion, GHG reductions, regulatory/financial considerations, and lessons learned from case studies. Learning Objective(s): After participating in this session, attendees will be able to: • Understand the requirements and incentives of the regulations adopted to implement SB 1383 (short-lived climate pollutant reduction). • Identify key processes that must be in place to co-digest food waste slurry and understand the differences in food waste availability and co-digestion capacity in various regions of the state. • Understand the relative differences in potential costs/benefits for various biogas utilization alternatives.

Food Waste Co-digestion Project Regulatory Challenges and Benefits Although co-digestion of organic wastes promotes sustainability and enhances resource recovery, several technical, economic and regulatory challenges exist for successful implementation. In this session, hear about Silicon Valley Clean Water’s three-year long full-scale demonstration of FOG and food waste co-digestion program and journey of permitting, pre-treatment, performance, and operational issues. Learning Objective(s): After participating in this session, attendees will be able to: • Recognize permitting requirements and potential challenges associated with the permitting process. • Describe organic waste pre-treatment and polishing requirements for effective co-digestion process. • Recognize factors impacting
technical feasibility and economics of co-digestion program.
