As part of the 2020-21 Water Resilience Portfolio Budget Change Proposal, the State Water Board secured two positions in the Division of Water Quality to enhance the NPDES Pretreatment Program and develop an Enhanced Pretreatment Program for direct potable reuse. Previously, program support relied on U.S. EPA contractor assistance, which ended in 2022, leaving limited in-house expertise. To address this gap, pretreatment staff are now focused on compliance, developing tools and training programs, and improving data management processes.
