Approved
by the Los Angeles County Board of Supervisors on June 14, 2022, the updated
Los Angeles River Master Plan (LARMP) was developed with multi-faceted and
innovative approaches to focus on flood risk, water quality, water conservation,
public health, recreation, access, homelessness, open space, and habitat while
encouraging artistic expression. With nearly one million people living within
one mile of the LA River and nearly half of LA County residents living within
the watershed, the update of the LARMP required a different approach. The
vision statement says it all, “The iconic LA River flows through a 51-mile
connected public open space that is seamlessly women together with neighboring
communities. It is an integral part of daily life in LA County-a place to enjoy
the outdoors and to get across town, a place to appreciate the serene and to
bring all people together, a place to celebrate a thriving urban habitat and
understand infrastructure, a place to learn from the past and to shape the
future.”
The speaker, Carolina T Hernandez is the
Assistant Deputy Director for the Stormwater Planning Division with Los Angeles
County Public Works and has over 23 years of experience in potable water and
water resources engineering. She currently oversees integrated water resources
planning for the Los Angeles County Flood Control District, which operates and
maintains 14 major dams, 26 spreading grounds, 162 debris basins, and 500 miles
of open channel. Her efforts at Public Works have included water infrastructure
management, oversite of the Safe, Clean Water Program, potable water utility
business operations, developing and implementing of stormwater master planning,
and developing infrastructure enhancement programs to increase stormwater capture
for water supply and to reduce flood risk to downstream communities. Carolina
is a licensed Civil Engineer in the State of California. She received a
Bachelor of Science degree in Civil Engineering and Master of Science degree in
Environmental Engineering from New Mexico State University.
