Long-term planning for wastewater utilities requires balancing aging infrastructure, regulatory demands, resiliency, and financial constraints. Sonoma Water and Carollo Engineers developed Asset Management Plans and 20-Year Wastewater Master Plans for the Sonoma Valley and Airport-Larkfield-Wikiup WWTPs, serving approximately 22,000 equivalent dwellings with a combined average dry-weather flow of 4 mgd. This presentation highlights how asset condition assessments and standardized data were integrated into master planning to create a cost-effective, resilient roadmap for future capital improvements, treatment upgrades, and system interconnectivity across Sonoma Water’s sanitation districts. Speaker Bios John Almazan is a Staff Engineer at Carollo Engineers and has over three years of experience as a consulting engineer with a focus on wastewater and biosolids master planning, legislative and regulatory development, and process modeling. He has been employed at Carollo since receiving his bachelor’s and master’s degrees in chemical engineering from Columbia University.
Michelle Eckard is a Senior Engineer at Carollo Engineers with nearly 10 years of experience working with water and wastewater utilities in developing and implementing asset management programs. Her expertise includes risk-based decision-making frameworks, integrated condition assessments, and development of capital improvement programs. Michelle has been a key contributor to Sonoma Water's asset management initiatives since 2019.
