Session 1: But Is It Really Categorical? Categorical Facility Determination
This session provides an in-depth understanding of the regulatory foundation for Categorical Pretreatment Standards, including the distinctions between indirect and direct dischargers as outlined in 40 CFR 403. Participants will learn the key points of these distinctions, their significance, and how they impact regulatory compliance. The training also covers how to determine if a facility falls under Categorical Standards and how to effectively incorporate these standards into industrial permits.

Session 3: Aluminum Forming
A brief overview of 40 CFR Part 467 Aluminum Forming Point Source Category. In this course, presenters will examine the six subcategories, definitions from EPA, and interpret operations observed at an Industrial User during the permit renewal process. Presenters will also review useful tools to use when examining any potential categorical operation.

Evaluate the applicability of 40 CFR Part 467 Aluminum Forming Point Source Category and determine which subcategory manufacturing process falls under.
Identify whether discharge is regulated as part of a core or ancillary operation.
Apply tools provided to determine if process meets EPA definitions of Aluminum Forming.
Session 5: A Case Study: Alien pH. In Pretreatment, No One Can Hear You Scream
This session provides a general overview of how water flows through a City’s water and wastewater systems, what regulatory requirements are placed on the wastewater treatment system and how pH changes through usage in industrial production. The session concludes with a case study that covers the investigation of wastewater interference of the collection system, the regulation of an industrial user which caused the interference and how pH issues were handled with the industry.
The session has three learning objectives:
How does water and wastewater flow through a City and what pH is present in each stage?
What regulatory requirements are imposed on the wastewater treatment system and Significant Industrial Users (SIU)?
How is an industrial user that is unknown discovered and then regulated through a Pretreatment Program?
Session 6: To NOV or Not To NOV? That is the Question.
Session Description: how to determine the level of enforcement required to comply with pretreatment program requirements.

1 The difference between a “violation” and “enforcement”
2. What is the difference between a numerical violation and a non-numerical violation
3. Understanding your agency’s goals and how a written Notice of Violation fits into those goals"
Session 7: Inspector War Stories
This session features insights from industry experts on handling special investigative and inspection cases, providing practical examples and strategies. Participants will engage in discussions on atypical inspection events, with opportunities to ask questions and share experiences. The session aims to boost inspector confidence in planning and conducting inspections and investigations, while also helping them build a network of external resources for guidance on challenging or unusual cases.
